FLES Programs of the Past and Present

(Foreign Language in the Elementary School)

While elementary school language programs are being developed at an increasing rate, we also have problems experienced by the FLES programs.

 Lipton(1990) cites six primary reasons for the demise of the FLES programs:(1)FLES programs promised too much linguistic fluency in too short a time;(2)FLES programs grew too rapidly, without careful planning; (3)there was little articulation with and support by secondary school teachers; (4)there were few qualified teachers who had both command of the language and knowledge of the elementary school student;(5)there were too many songs, dances and games, and students were unaware of their progress; and (6)foreign language was separated from the rest of the elementary curriculum.

초등학교의 외국어 학습 프로그램이 빠른 속도로 발전해 가고 있는 반면, 문제점들도 많이 발생하고 있었다. Lipton은 FLES프로그램의 문제점들을 6가지로 요약하고 있다;(1)FLES 프로그램은 단기간에 너무 많은 언어적 성과를 약속하고 있다; (2)FLES프로그램은 충분한 연구와 계획 없이 너무 빠르게 성장해 왔다; (3)초등학교 다음의 중학과정과의 연계와 지원이 거의 없었다; (4)모국어와 외국어를 잘 구사하고, 초등학생의 발달단계를 잘 이해할 수 있는 자질 있는 교사가 부족했다; (5)너무 많은 노래, 게임, 율동이 포함되어 있었으며, 학생스스로가 자신의 학습 성과에 관한 자각이 부족했다; (6) 외국어 학습과정이 초등교과 내용과 무관하게 분리되어 있었다.

However, there are many indications that today's elementary school language programs will not repeat the mistakes of the past. The revolution in language teaching over the past years has affirmed the importance of communicative language teaching. New programs are emphasizing content-based learning that provides an integrated place for language in the elementary school curriculum. Culture and global connections are becoming integral components of the foreign language curriculum. New teacher training programs are enabling elementary school teachers to acquire proficiency in a foreign language and expertise in integrating language instruction into their curricula.

그러나, 오늘날의 초등외국어 학습은 과거의 실수를 되풀이 하지 않고 있음을 여러 곳 에서 알 수 있다.

지난 수 년 동안 언어학습의 혁명은 의사소통의 중요성을 확고히 했다는 것이다. 따라서 새로운 프로그램들은 초등교과와 통합된 내용중심의 언어학습을 강조하고 있다. 문화와 세계화의 결합도 외국어 학습의 중요한 요소로 등장했으며, 신입교사를 위한  트레이닝 프로그램은 초등학교 교사들이 외국어 능력을 갖추고, 외국어 교수법을 그들의 초등교과 과정과 통합 하여 가르칠 수 있는 능력을 갖출 수 있도록 지원하고 있다.
